Can't say anything about the ssi but magic arrow is, in my opinion, best pvp hitspellcrap so.. it's uber!

Hmmm, i wouldnt call that UBER UBER, very good,at a push Awesome.

Wasnt made by a GM arms lore(so only 39%DI i know not major but it all adds up)

Fireball > Magic arrow

Personal Preference(especially as its a bleed weap) Lightning > than both

Very good as i said, nice mods (lacks HCI or DCI) only 25%SSI rest is good though.
