Houses can be properly placed and then through other actions change to improperly placed. Examples could be housing rule changes that took effect after the house was placed, or a nearby house being converted from a pre-built to a custom plot, which can turn one or both into improperly placed houses. Improperly placed houses will not fall or be condemned, however, if you bulldoze that sucker, you may not be able to place a new plot in that location.
