I am really clueless on this one. I guess its not easy to come by, then again most luck suits go for to +100 (400) bleue set.

Sampire luck suit. Imbue jewels with HCI, DCI, DI, ETC.
Use Runic to reforge 150 luck pieces, imbue, enhance.
yadda yadda yadda
perfection + statue + acct age + rest of suit = 3988 Luck and max chance of best loot everytime.
It does of course require an enhanceable Orc Chief Helm with 30% HCI though. Hence why they are so popular atm and fetching 500m

Ive pretty much mastered shame and run 6 sampires down there. Have been doing it for a bout a year now and its really paid off. In gold alone right now I'm sitting on 84 billion. What I dont get is why these jewels are so cheap if anything. They're so important.

Ummm I gotta ask but how can you possible run 6 Sampires at the same time?
Magic, its a headache tho so i'm usually running two-three. Heres the key though... Pay attention cause I dont usually share this stuff. But since I drank alot of wine lastnight and don't care to farm as often myself anymore but still want to get great stuff I need you guys to farm then sell to me haha,
I approach farming kinda like you would in WOW, LOTRO, ETC. I have a tank then a damage per second setup (DPS)
What I do is drag a vortex or chaos vortex with the tank char without touching it. That char will hold aggro. Then on separate clients/accounts i'll have the DPS chars set up. These guys do mass damage hence the name. All of the chars I have made are in luck suits. 190 pieces, 150 jewels, real HCI orc helm, etc. One of them honors and gets perfection in 3988 luck.
The key is in the tank. He's a sampire that has weps built around life leech and hit lower defense. The HLD is key so that you only need one char to have it and none of the others ever miss therefor the char going for perfection ALWAYS gets it and has the best possible loot upgrade applied every kill. I then open the corpse with the one that got honor.The tanks template includes music and discord too btw.
What I'm not sure of but I THINK Ive noticed a difference on is if all chars that are in party that hit the vortex need to be in luck suits. All 6 of mine have near max luck using a shied, one handed, etc, etc even the tank and I swear I get better items with that set up while others believe that you only need one char to have luck in a party. I dont know if the developers really even understand luck though and since I have plenty of gold it doesnt hurt to just go luck on all chars.

I had a ring on my vendor for like 40 I think. Honestly tho these jewels need to go up with how hard they are to get and with how useful they are. I have a full set that I'm gonna keep in the event I make another char but yes I recommend anyone that has these they sell for more.
