Second day rollback on Europa on 10-15 minutes after restart. Why?

Now it is necessary to prepare for restart in 15-20 minutes that not to get rollback?

I lost progress in game for 10-15 min. It happened after restart. I made some items before restart(and warning message), when was restart, i entered to server and saw as my progress was lost(and all items what i made were in ressources) on 10-15 min. As rollback.

I know the old argumentation for that but is the question if that is really neccessary today, is it not possible to shutdown the server for players and save and then restart the server?

Yes, very often, usually I waiting for the message that you have 2 minutes to going into safe place and then i leaving game. But in those situations, i was losting my progress on 10-15 minutes, when i was coming after restart. As example restart in 5+ am UK time, i left game 4:59, and when i came, i lost progress as if left from game in 4:45-4:50
