Scroll restock on vendors

So I've been buying scrolls up, and the vendors aren't doubling their stock every time (~30 mins) and a few have even reset back to 20 after getting them to 160. This is making my scroll buying process very horrible. Is there a more reliable way so I'm not wasting time sitting around for these NPCs?

A cook takes bark fragments and with some water turns them into wood pulp.
A scribe then takes the wood pulp and can make blank scrolls..

So get your lumberjack out and gather up those bark fragments!

Number scrolls made + the time it takes to gather the bark VS some broke NPC selling them. NPC method faster. Now making pulp from logs/boards would of been better then bark.

Yeah, I looked into the time it would take for me to be able to get the bark fragments and that an even more crazy method for blank scrolls. I had one finally get to 640 and only one. The rest kept going back down to 20. Are there bugs with the system?

It's making cartography a beast, and I really wanna dig those treasures!
