Scroll of Transcendance - How does that work?

The SoT's that I see on vendors seem really expensive, so I don't think I understand their full value:
Can they be used more than once?
Is the skill gain that is listed all that you get?
When you use them, do you get that skill gain instantly, or do you have to go work that skill?
I appreciate any information you can give!

If you use a scroll that says 0.6 Blacksmithing you will gain 0.6 blacksmithing right away. The scroll go poof after used.
