Can someone tell me from whom exactly do I acquire the recipe for the Scrapper's Compendium. I did a search and looked in the stickied Inscription Faq thinking it that it would be in there being it is an Inscription Faq but to no avail. Thanks in advance.

The recipe is a rare drop from the Tinkering Quests in Heartwood or Sanctuary (either place will do, there is no difference).
