It's 5 random mods made by Valorite runic smith hammer, which is earned from smith Bulk Order Deeds (very rare to get).
Mage weapon -20 (is the best you can craft)
Hit life leech
Spell channel (-1 fast cast)
DCI (default for this is 6, but he rolled a 20)
Damage increase (usually 40 if GM Arms lore, but he rolled 52)
Thats 5 random mods right there.
