Saving throw in PvM

Is it intended that the "saving throw mastery" doesnt function in PvM?

Also, if it is active in PVM and nobody knows it because it never gives any "blocked a disarm" message, what's the percentage of attempts it blocks?

Saving throw should just be 100% immunity if a two-handed weapon is being used & 75-100% (based on real skill & Mastery level) if a one-handed weapon is being used. - in Both Pvm & PvP.
