can someone please tell me the background and what the For The Life of Brittania Sash is worth?

It's from the Cloak of Humility chain, you are tasked to perform duty for the community, you just donate 5k points to the Library, Zoo, and Museum. This sash is the Zoo portion, if I'm not mistaken. I doubt anyone would give over 100k for it, unless they particularly wanted it.
