What would be best runic tool to use to reforge less to get 150 luck + 1 mod or no mod at all?? on plate and studded armor

Hey there... I would say:

Plate: Copper Runic (Powerful Re-Forging)
Studded: Horned Runic (No Powerful Re-Forging)

- Grand Artifice
- Inspired Artifice
-- Auspicious/of Fortune

And as usual, you'd have to do it several times to get what you want...
