Sampire and necromancy

Hey y'all
I was reading alot on sampire template and I start reading that it doesnt work it used to. If you want VE on you - your necro skill cant drop below 99.0 ( e.i. wear +necro stuff to cast and remove for fight gear doesnt work) is that true ? if it is so then is this template to go for or is there something I should change?

120 bushido
120 parry
100 anatomy
100 tactics
99 necromancy
61 chivalry

since my account is only few months old I need to reach some of skills with ring/brace/+skill item. The question is - can I? can + skill items carry total of your skills over 700 (my limit)?
If not I suppose I'll have to drop some points in tactics or anat for some points in chiv...

Yes on both accounts... If your necromancy drops below the required level for the form you are in, you will drop out of the form, and you can exceed your max skill total with +skill items.

60 Chivalry is enough to be honest. The rest of the skills are pretty commonplace. Anatomy is sometimes swapped out for other skills based on the particular situation you are faced with. That of course depends on your playstyle, but it is a good idea in my opinion.
