Not sure, but I think you can buy one from a provisioner and try it out.

Just get one and try it out.

you buy it from a provisioner

you put leather or metal armour and weapons in it.

you re-cycle them through the context menu, provided you have scissors/tongs etc in your back pack, and are near a forge/anvil for the metal items.

It will only recycle items that are recyclable, ie tailor or smith items, it will also cut up bones.

I take one with me when I'm bone collecting for tailoring/bone machete crafting.
