it's one of the 'keys' for the blighted grove peerless, Melisande

killing saliva is part of the keys... the actual feather is a useless item at the moment.... of course i dont have the exact post or mention but it was mentioned that these useless items are from quests that were never implimented.

I'm pretty sure all you're supposed to do is kill Saliva, you don't need her feather.
