Sage Nicosaen's Tower

Was this an event building? I just found it and was curious.

Its a black stone tower just north of Brit moongate in Tram.
There was 'a bloody lich' (red in color)roaming the 2nd floor inside a locked room.

Sorry if this is old stuff but Id never seen it b4 & figured here was a good place to ask.

Don't worry, Im sure there will be more... that hole in the front yard is VERY deep.
