Hmmm....I have not had any trouble all through beta or this evening buying empty commodity deeds from a banker or using them. In fact, one of the very cool things you'll notice on Retribution is that filled commodity deeds are a darker green (like spring cleaning tickets). Makes it easy to distinguish them from unused deeds.
The only resource you get with the "give resources" command that isn't able to be deeded at this point are the bark fragments. Everything else (including peerless regs and imbuing ingredients) can be deeded.
What we don't have and believe me, we've asked for it a zillion times in the beta forum, is a commodity deed box.
