SA Artie usefullness?

Been back about a month and still getting to grips with the game and spending a lot of time in the SA but have a few questions...

Which Arties are generally considered usefull/decent and which are garbage?
(I have read that the Tinkered legs and basilisk hide are the ones to go for, but what about others, sush as the Pillar of strength shield? (i think this would be great on a garg warrior)

Thanks, i would have thought the*pillar of strength* shield would be more coveted as it has some good mods...
