Runic Mallet and Chisel

So I understand (after searching stratics, please advise if this has changed) that you get these from the same NPCs that you get the imbuing powerscrolls from, but is there a particular thing you have to do to get them? Or is it just a random chance that you get a Runic M&C instead of a PS?

it is random.I been turning in EE and finally got a gold M&C,but I also have 5 120 imbuing scrolls now too.

and it is the only runic I have received so far.
