Crafting Runic Hammers

Valorite runic hammers are not creating armour/weapons with as high intensity as they should, valorite hammers should have an intensity range of 85-100%, however are spawning hit spell items with 44-45% intensity on hit spell.

Add to this that Runic Hammers now make Damage Increase Items with only 20% when they should always get 35% when EX made (with or without runic hammer). This was broken/reverted in the last patch with NO NOTES. This is a major revert of functionality from 8 years ago.
