Err, not exactly. Bow quests give FLETCHING runics not the saws.
It's quest specific for the saws. The footstool quest and Harp Quest give saws, and are given as quests by the trinket weavers. The bowcrafters DO however, also give one or both of these quests, IIRC, but you only get the carpentry runics from carpentry, fletching from bow, quests.
