I think the first one has been renamed with HTML. I'm not sure of its value, since I'm not sure if it's still possible to do with runebooks.
I'd say the second one would be worth about 200k. It's rare because its description is "A (whatever) of Exceptional Quality" in yellow all on one line, which is a medium-old method. The current method is "A (whatever)" in yellow on the first line, with "Exceptional" in white on the second line.
