Does GL have a public rune library anywhere? I've search Luna and the usual places other shards tend to have them without luck.

Yes there is one on G-V isle, in Malas. 19deg,30' N 37deg,45' W sextant coords. its basically south of luna till ya hit the brigand camp then go west across the bridge. Then go south till ya hit another bridge across that, there ya are G-V Isle.
There is also the Nameless Rune Library, south of the Yew Moongate in Trammel, west of the Library of Knowledge (another player building).
You'll also get to see the EM-provided player building marker thing. I forget what it's called. Banner, maybe?

The Silverwood Library has over 500 runebooks. It is west around the bend from the castle that Hannah owns in the forest west of minoc.
