Rune Carving knife weakened? or random?

I just made a Rune Carving knife and the mana leech is only 25% instead of the 40% posted under craftable artifacts. Did this get weakened and I miss some notification, or is the mana leech have a random value?


I'm pretty disapointed, had I know it would only be 25% I wouldn't have made it.

Mana and Life Leech were changed a long time ago (over a year I believe). The faster the weapon, the lower the number might be. Since the Rune Carving is a very fast weapon, any inherent Mana or Life Leech would have been reduced. The same thing happened to the Soul Seeker which has 60 SSI.

To compensate Mana and Life Leech work a bit different. Where the % used to mean the chance of success, it now means the % of the damage you just did that is converted to Mana or HP's. So HML and HLL actually leech points with every single hit rather than only a % of hits.
