Every shard will say they do.

Chesapeake is really the only shard I have a lot of experience with. The RP guilds are very active there, and frequently hold events. There are numerous player-run towns, including a couple of old blessed ones like Pax Lair. You just have to be careful, because many are in Fel.

Catskills may be the shard you are looking for because we are very RP heavy. Our shard have many active cities in Tram and malas. We also have an area south of the Trammel Moongate where there is many groups of RP players. We have a network of player ran taverns that are open different nights and most role playing groups have ongoing storylines. We have from honorable knights to, undead, vampires, orcs and pirates wandering our shard.

The ones I've interacted in are in Europa, Catskills (my main, come to Cats!) and Chesapeake. I know there are large active RP communities in Lake Superior and Pacific, but I've not played with or near them, so I have no information.
