Rope stairs

I was wondering through Atlantic looking for decorating ideas and came across rope stairs - like in the old log cabin. I can't seem to find on my tool to create a rope stair case - any ideas??

To my knowledge, the rope ladders are only used in the log cabin, Paupau, and a few odd ratman/savage/orc forts. Other than the log cabin, I do not think they are available to players. The closest thing would be the ladder from a heritage token.
