I read on a website that this robe spawns on Ilhenir the Stained and the Harrower. Can anyone confirm this?

Yes, that is where I found the information. However, I cannot find any link other than that website that states that Ilhenir drops the robe. Stratics lists the robe as only dropping from the Harrower.
