Because as far as I am aware the amount of times a governor can ask for EM help is limited. We would 'waste' a chance to ask for a larger event or support request for this. Hence the initial idea to incorporate this into the city stone, so that it could be used continuously without using up resources. There might also be limitations for stuff to be locked down in the cities. We talked about something like that with an earlier EM (not our current one) and they indicated that individual shard-specific additions to the cities were somewhat frowned upon. Hence the suggestion to define an area in town where such things might be allowed.

Since extending the terms out to six months, there are no hard caps on what you can ask for. Just remember to keep it in reason, and begin a dialogue with the crown. Have a plan and we can try to make something happen. Making shard specific changes is ok so long as a few things are kept in mind. For one thing, anything that is going to be consistent across multiple shards...say a dock in a major city...is going to to require world building, and that takes a publish. Specific stuff like we've done in the past...market areas in Trinsic, peace summit areas in Nujelm, and jails in Britain...all get added to our growing library so that at some point we can automate the process. That kind of stuff doesn't require a publish.
