If I buy time of legends, does that come with game time? Do I need to buy other expansions to get all content? do i need to buy a base game for it or is the base game ej? so confused lol, thanks in advance!

To have access to all content you need time of legends and the high seas booster.

EJ is just the free to play version of the game. To have unrestricted access you need a subscription.

Down load the client
Create an account
Subscribe / pay a monthly subscription
Add the boosters - Time of Legends / High Sea ( Which I highly recommend and it comes with an extra character slot)
Then you can add bank and house storage an extra character slot for 7 total
Also a couple other add-ons like kings collection etc that just add extra pixels to your subscription
