Is anything less than 70 skill points worth anything? I have a couple of chars that have just 50 points of resist and have no more room for more. Would I be better off using the 50 points on other skills?
Having 50 resist is better than having none, but it isn't enough difference, IMO, that you should actually have 50 resist instead of a skill that can be useful at 50 (chivalry/meditation/necromancy/focus/etc).
For my characters, resist is an all or nothing proposition.
Personally, I would not keep the skill at less than 100 for PvM. For PvP, I believe 115 or preferably 120 is the way to go, if one chooses it for their template. Otherwise, if human, just lock it at 0 and use the jack-of-all-trades bonus (free 20 skill, effectively).
As I understand, if you're PvP'ing then 120 is virtually required, 115 at the bare minimum. Depending on what you fight in PvM, you can apparently get away with none at all quite often.
The skills I usually take, if I only have 50 points to invest would be Med, Focus, Chiv, or Spell Weaving. It depends on the character and the current skills.
