Renowned Abyss artifacts' drops : game luck factors in or not ?

I knew that game luck only affected the new, revamped Legacy dungeons drops (Shame, Wrong...) but that certainly, the luck worn on characters in no way affected artifacts' drops at the Stygian Abyss Renowned mini-spawns.

That is, it was my understanding, wearing zero luck or 3,000+ luck made no difference whatsoever in increasing one's own chance at an artifact drop at the Abyss Renowned mini spawns.

Recently, talking to some fellow players in the game, I was told that somehow this changed and when luck was made a key factor for drops in the Legacy Dungeons (Shame, Wrong etc...), this "somehow" affected also other spawns like the Stygian Abyss Renowned ones ?

Is that really so or was I told something wrong ?
Could someone clear this out for good, please ?

I dont believe luck effects the drops from renowned or peerless for that matter certain creatures aka boss types usually have there own loot tables that are not effected by luck with that said the other creatures aka lesser spawn I believe are effected, but a creature can never spawn items over what there max is on the loot table for them! this was stated a while back from one of the devs I forget who! so unless they recently changed some thing this should be how it works! as for renowned creatures I would think they to have special tables luck does not factor into! maybe someone else will shed a little more light
