removing armor refinements?

is it possible to remove refinements from a piece of armor?

e.g. this piece. Is there any way to entirely remove the -1% Max resists? Is it possible to at least overwrite it by using a lesser refinement that only reduces 1 resist's max value?

I could be wrong but I think you use the deflecting refinements to remove the reinforced refinements. Not sure though. Maybe this can be done on test center?

Yes you can change it to one.

One cannot remove refinements, but they can be overwritten (as stated above).

To get the caps back to 70s resists and 45 dci,
one can put an opposite, equal-intensity refinement on another non-med piece.
[One piece with reinforced, the other with deflecting.]
