It can be started by reviewing the books on the table in the upstairs courthouse at the courts of Truth in Yew. There is a book that explains further. Once you have gotten as much information as you can, you should send a sealed letter either to emdrosselmeyer[at]gmail[dot]com and emdramnar[at]gmail[dot]com or you can leave an in game book at the HoC building.
