Regarding herding

Is there any set rule regarding which animals/monsters are "herdable" ? Can I assume that if it can NOT be tamed, it can NOT be herded?

Yup only tamables are herdable, i run with 85 herding and can herd anything might take a few tries for greater dragons but works.
