Reforging for RP/DCI/FC/Soul Charge shields

I'm trying to get shields with Reactive Para, DCI 15, FC 1, and Soul Charge 20+. I can't for the life of me get anything to roll with 15 DCI and 20 Soul Charge. It will always roll 15 dci and 10 Soul Charge. If it rolls 10 DCI, i get the 20 Soul Charge, but never anything higher than 10 dci. Im using all types and basically getting the same results on Ash, Yew, and Heartwood runics. Towering of Aegis and Arcane of Wizardry is checked 6 charges per. What's the best way to get to my goal? Thanks in advance
