I reforged a bunch, about 50 weps, using a valorite hammer on test with vampire as both prefix and suffix and blood drinker never showed up as a property. Is it possible to reforge or is it rare to get blood drinker?

reforging blood drinker?

Risso is correct and it was pretty rare still for me, but made some eventually.
What does Blood Drinker do?
And also am I correct in assuming there are still no runic Tinkering tools and therefore it's impossible to Reforge a Cleaver or Butcher Knife?

Blood Drinker will heal you for the amount the Bleed special move does on each damage tick. You are correct on the Tinkering tools.
