Reforged hatchets?

I've seen a couple of reforged hatchets on vendor search, were these made in some previous patch or is there a way to reforge hatchets? I remember trying with a smith hammer and it not working.

In early days of reforge you couldn't reforge the tinkered weapons. They changed that a while back, so hatchet and skinning knives should be good to go.
