I collect most my refinements through stealing in towns in Fel.

I have about 40 locations that I check daily - smith, tailor, woodworking, and leather shops. I read where there are also some provisioner shops that hold refinements. Has anyone found other locations besides the ones listed above or found any provisioner shops with refinements?
