Reepchaki the Chieftan

I'm on Atlantic, in the Ice Dungeon. At the northwest corner of the underground ratman fort is an invincible ratman named "Reepchaki the Chieftan."

He responds to keywords:

• Hello/hi: *cowers in the corner*
• Reepchaki: tk... tk... tk... my people are all insane! tk... tk... tk...
• insane: Yes! tk... tk... Driven so by forces too strong... tk... tk... It is not my fault... tk... tk...
• forces/strong: tik... tik... tik... horrible insects and bugs... bugs in our brainsssssss!!!!

That's all I can get out of him.
Anyone know what this is about?
