You use to beabe to disarm Neira and when she died it would be in her loot.

I believe that was also fixed so you cant get them anymore.

Correct they are Neira's Scimitars. I have seen them range from 500k to 2 mill. Not really a lot of demad for them, just a Red Scimitar no special mods or anything.
