Vendors Reclaim vendor inventory can break the bank

When reclaiming vendor inventory, no check is made that on what the effect will be on the bank. I had 3 vendors' 3.8 billion in gold send my bank very very far into the negative, to the point nothing actually loaded in the bank chest. As 2 billion is the most that the game can currently handle, only up to that amount should be reclaimed.
