Recharging weapon engravement tool ?

Hi there,

I would like to recharge my weapon engravemet tool.
GM tinker and a blue diamond to do this ,right?

If Im right ,how to train tinkering?
Im at 75 something right now and I havent ever trained it just made some shovels and hammers.

lockpicks first then heating stands it seems.
I asked because the FAQ seemed to be very old( 2003).

With so many of the FAQs on these boards being completely outdated, I'm not surprised when someone disregards one (I do it myself sometimes).
