re governors and active city buffs

Is there a thread or list somewhere cataloging a) whom the active governors are, and b) which buffs are active and to which city they correspond? If such a list does not exist, please respond to this thread with any information helpful to making such a list.

I will begin making mention below of what information I do have and will update this post as new information becomes available.
