Rainbow Springs Chateau Problem, plz help!!!

I'm now playing in a private server and my clan want to own the Rainbow Springs Chateau.
The problem is that I don't know how to find the “Rainbow Springs Clan Hall War Decree”. The info from L2website just tell to obtain it by fishing in Hot Springs area, using "Hot Springs Bait for fishing bait"
But i can't find that bait :blushing:, so someone plz tell me how to obtain that bait.
If you can, plz give me a full guide, with some screenshot.
