Does sorting by %full put the server that is the emptiest up top or the server that has the most people up top?

Looks to me like it puts emptiest at the top.
One way to tell is that Oceania and Mugen are there at the top, and Atlantic is at the bottom.

I've always wondered this, i think it goes by latency? Because Europa is always at the top of my list, and thats where i lag less

If you hit the button twice it should put the shard with the most players online at the top.
Edit: Sorry it has been awhile since I have opened UO, I guess I had SA stuck in my head for a moment, percent full and connection put the "lesser" answer at the top, and Time zone puts the "greater" answer at the top. So fo %full you should get oceanic, for Connection you should get the server that is farthest away, and for time zone you should get the server closest to you.

When sorting by % Full in the 2D client it will display the more popular shards at the bottom.
In other clients the opposite seems to be true. Why? Who knows..
