There's only a few items you can't "reclaim" on new characters if you make a new one. (I discovered this recently bc I made a new char on... Leviathan!!! lol)
I can find out specifically for you but it might take the weekend because I'm booked with RL obligations.
I'm not sure about moving characters at all. It's all quite confusing to me because it's my understanding no matter what "shard" you play on you can play with people from all shards.
