Question regarding Necro spells

At what skill level in necromancy will I have 100% success with wither. I want to know the exact percent. While I am taking necro up to 100 it would be nice if say the minimum for 100% was say in the 90s or something because then I could take those extra points and put them into SS or med or something.

The minimum skill for 100% wither is 100 points exactly.

If you want strangle in your necromantic soup, then you need 105 points.
