Question re Quiver of Infinity

One of the properties that the Quiver of Infinity reads out as having is:

Damage Modifier 10%

Now what is this exactly?

Is it Damage Increase by another name and is so, does it apply to all weapons or just archery weapons? Is it a reduction in damage taken and if so, what type - all or only Physical? Or is it something else I haven't imagined yet..;p
