If I understand it right, there is Stamina damage now, but the new system makes it worse?

Yes.

Currently, Stamina damage isn't very notable when you are at or near full health.

BUT, when your health drops below your stamina (can't remember if it's by actual points or percentages - I think the former), it gets much greater.

This is why, when you're fighting a bunch of stuff in the middle of a spawn, if you get knocked down to near death before your bandage kicks in, you're suddenly at a really abysmal stamina total. There have been a few occasions where I survived at ZERO HP (apparently fractions apply even if we don't see them), and was reduced to a similar amount of stamina.

There has always been Stam damage in UO, it just wasn't significantly noticable recently, unless you're taking real heavy hits.
Macers used to be renowned for their ability to wreck people's Stamina (as well as Armor), and were feared for it. Whenever a Macer walked onto the battlefield, all other Warriors gave him a wide berth, out of fear of having their Stamina and armor obliterated by his Warhammer or War Axe. Even Mages feared Macers, for a Macer with a Q-Staff could not only rapidly interrupt spell casts, but also completely annihilate their Stamina, making the Mage unable to run or flee, and therefore, a sitting duck.

I remember stamina damage generally, I remember mace stamina draining in particular, and I remember PowerGamers writing up macing as the warrior PvP template of that particular month.

I was asking this in order to better-understand what was on Test Center vs what was currently in-game.

Hopefully it's a bug causing stamina to decrease when you're hit with a status effect instead of actual damage.

Stamina goes down for Everything that hits you, regardless if it does HP damage or not. Weaken, paralyze does a quite a bit of stamina damage on TC1 currently, on production those spells don't do anything to your stamina.

Also, It's hard to see noticeable differences between Studded Leather vs Plate Armor when it comes to the protection it supposed to give you to reduce stamina damage.

It would help out tremendously if they told us how much "Stamina protection" Leather, Wood/Stone, and Metal armors granted per piece...
*We need numbers for the Stamina Protection offered from each armor type!*

It seems as if anything that hits you takes approximately 10-25% of your stamina Each time you get hit (tested in Studded Armor set + bone-Helm & Plate set + Closed Helm)... This is counting physical hits, and spell damage/status effects.
