Question on delayed housing fix

If the fixes to the house placement system were not put in for this last patch, why were the houses that were burned down made availible?

The houses in Luna are still on fire ... I have not checked the ones elsewhere, but I would suspect if those ones are gone, then it is probably due to the fact that they are not in luna and therefore not worth RL gold so much?
