Question on City Banner Availability

I have been trying for a week to get a Minoc banner on Atlantic but every time I go to the Guard Captain I get that backlog story. What kind of refresh rate do these things have? I mean there can't really be that much of a demand for just Minoc banners and not the rest of the cities I would not imagine.

Oh ok. Assuming that clock also applies if you purchase a New Magincia one on that same character then. Always thought it was a per city clock. Thanks.
